-7 < 3 - 2x < 13
add 7 to -7 and 13

3 - 2x < 20
subtract 3 to 3 and 20

-2x < 17
divide by -2 to -2x and 17. Switch sign

x > -8.5

add -3 to all three parts

-10 < -2x < 10

take the opposite of all three parts, reversing the inequality signs

10 > 2x > -10

reverse the entire inequality so it is < instead of >
