Is this when you play a video DVD?

Optical drives (CDs and DVDs) have a maximum number of times you can change the settings ... as to which continent's DVDs you can view. This is normally 5 times.

This will only bother you if you change from watching video DVDs for the American market and then change to watching European DVDs or the like. Other than that, you should be OK.

It means that your optical drive device is locked. It depends on how much you need your optical drive device as to wether you shoukld be worried!
