What modern era (1901-present) Hall of Fame pitcher had the LEAST number of wins his first 5 seasons?

This does not include pitchers who were primarily relievers.

jeremy is right. The correct answer is Herb Pennock - but he had 17 wins his first 5 seasons (1, 2, 11, 3, 0 - respectively)

Leaving out relievers and ***** League players, it looks like Herb Pennock - he had 22 in his first five seasons (1912-16).

Not too far behind were Sandy Koufax, with 28; Nolan Ryan with 29; Red Ruffing with 30; and Phil Niekro with 31.
