A beta. The only require a small bowl and food. They also need to be solitary, so that's a plus. Contrary to popular belief, goldfish need a bit more to live any length of time. One would require an air pump (something that betas don't need, because they have "lungs") and possibly a heater. They are also happier in groups. A goldfish's longevity is almost always compromised by assuming that they are low maintenance. A beta would live well over a year. They're also very active and the males are brightly colored (they are what are sold in stores). And if you're in to any sort of biology/ecology, they have some really neat nesting behaviors that you can witness!

All fish require care and tank maintenance. So if you're not willing to feed a fish every day (or every other) and clean a tank once a week, you really don't have the time to have a fish. If you decide you can devote the time necessary, you can look into getting a Betta, which are the most popular fish to keep in a small tank. However, the bigger the tank, the better. All these people who say goldfish are crazy. 1 Goldfish requires a 10-20 gallon tank AT LEAST, in order for it to survive. PLUS, the are nicknamed "Pigfish" because they create so much mess in their tank. It is best to research any fish you are interested in PRIOR to getting one. If you get a goldfish and put it in a "bowl" with no filtration, etc., I can guarantee it will be dead in a week or two, especially if you don't have much time to devote to its care. Please be careful when considering fish. ;o)

Every one of these answers overlooks the most obvious and truly the only low maintenance fish are the plastic ones that you can purchase at novelty stores. They neatly sidestep the silly "responsibility" issue. After all just because you can buy a pet and a bowl and set it next to your bed,doesn't mean that you should be "responsible" for keeping the poor thing alive,does it? Plastic fish are the answer,and I've seen little novelties that feature a current and magnets(?) that cause the little rubber fish to move about quite realistically and require no "responsibility" on the owners part.
The above rant is only a little sarcastic,keeping almost any living thing requires taking responsibility for it's maintenance and should be taken very seriously.

Well, I had a red Betta fish. They are very easy to take care of. they live long, they are calm, and you only need to feed them every 2 days. The best part is that they have their own personality, too. They come in all sorts of beautiful colors! They cost between 3-9 dollars depending on the gender, where you get them, and their quality. If you do choose a Betta fish, I put some links down low for you to look at.
P.S. Betta fish are low maintained and fun to play with! You can teach them tricks!

Goldfish. Could try a fantail type. They are cute and better off in tanks...we try to have them in our pond, but they get eaten by the cranes and herons too easily...
