I was having an discussion with my friend at a bar, and I suggested that I was sure that in the history of professional hockey there had to be an instance where a hockey player after being high sticked, cut themselves with some object in order to draw a 4 min high sticking major.

Does anyone know of a story (at any level of hockey) where a player was caught for cheating in this manner?

This is believed to have happened several times in the NHL in the year the NHL started awarding a FIVE minute major for high sticks that drew blood. One particular player (who played for three Canadian teams in his career) was found to have a razor blade embedded in his glove. Various other players were accused of roughing the edges of their gloves to cut themselves (hockey players have high pain thresholds)

After that year, the NHL changed the penalty to a double minor

At a game a few years ago, a rival player, after being hit in the face with a stick, skated to the bench quickly before the referee could assess him for a 4-min. While the ref. talked to the other refs., the player and trainer? picked at the spot on his face where he'd been hit, I guess hoping for blood. He wasn't bleeding when he got to the bench but it's a wonder he wasn't when the ref. finally arrived. I believe now that many of them would go to any length to win.

I have never heard of an incident like that. I do however think that is the dumbest rule, some shots are worse and dont draw blood so why would bleeding get you an extra 2 minutes.

It seems plausible, since a player might know a pro wrestler from the gym or wherever and learn the technique from him.

There were plenty of allegations but I don't recall any being proven. Sorry, I don't remember any names, either.
