I'd just second what Happy said about the uncertainty involved with turning high school stars into college stars. All of these ratings from Rivals are pure speculation, so they should be taken with several grains of salt.

First of all the rankings change once the signing date has passed. Also, some players peak in high school while others develop into a good football player in college. For example, Jacob Hester (running back for LSU) was ranked as a two star player. Now, he will be playing on Sundays after he graduates from LSU. If my memory serves me correctly Joseph Addai (Indy running back and former LSU player) was not that highly rated as well.

Well its mainly because these team recruiting rankings and prospect rankings are all opinions. They do not guarantee anything. Plus injuries and life can step in and derail a prospects football career. A lot can happen between issuance of these team rankings you linked to in your question over the next 1-5 years. For example a kid from the state of Texas may sign with Notre Dame but get so homesick he never pans out and ends up transferring back south, etc. etc. etc. From there the coaching, team chemistry, university environment, conference, the list goes on all impact how successful ultimately that team will be. So in summation it's not all recruiting of 5 star prospects that determines who will end up being a Top 5 program on the field.

Georgia is no.2 W00t! But we have guys like A.J. Green, and Caleb King next year. Caleb King isn't even ranked it looks like. But watch his You-tube videos. He is one HELL of a running back! And he's not even ranked! As for your question, some players are red-shirted as freshmen and don't even see the field until like their Jr. Year. and good players go to schools that aren't so good because maybe that's their dream school or that's the only place that would offer them a scholarship.

the best coaches can make a less than great prospect into something special
and part of it is that a great High School player doesn't always translate into a great college player
same with college->pro
as for why those kids go to school where they do....there are all kinds of reasons
personal relationships
location
campus life
best chance to play early
I could go on.....
