Once trash is put out for collection wouldn't it become public property?
And I'm talking bout dumpster diving at stores not households

No. It is trespass and theft.

Its legal in most areas of the USA. These people don't know the laws and shouldn't give answers. The fact is items left in the trash on public property are abandoned thus theft is not possible. The dumpster must be unlocked. Do not leave a mess or go under any fences .That would be trespassing. It doesn't belong to the trash company until the retrieve it. According to California statues people should exspect that someone may go through their trash so police don't need a warrant to go through your trash. Once you left it ,its abandoned.

Many of the dumpsters have signs stating to keep out. Many businesses that have dumpsters consider it trespass for entering their property. A lot of the problem came from idiots who threw stuff out and let it lay when done getting what they wanted. I always ask the owner of the business if I see something sticking out that I want. Walmart changed to containerized dumpsters to avoid lawsuits from people claiming they were injured or became sick from products they ontained from the dumpsters.
