Depends on your Internet Service Provider. One way to check is by clicking on start then type cmd in the run field. After that a dos box will pop open. You then type ipconfig. This program will allow you to find out if your ip changes daily.

It would depend on your network. On a static network the addresses are assigned to each device and don't change. On a dynamic network, such as most ISPs use, the IP address is "leased" from a DHCP server. Typically once it's assigned to you your machine has it until the lease expires then next time your modem/NIC connects to the network it gets a new lease which is likely to be a different IP address.
