Are you trying to find the solution????
Or are you trying to break it down to its simplest form?

(1-2x)+-2-(-2)=y - (-2)

1-2x= y+2

1+ (-2x) = y+2

-2x+ 1-1=y+2-1

-2x=y+1

-2 + (1-2x)=0

If you're solving for x and want a definite number then you need a = and something on the other side

-2x -1 is a cleaner way of writing this.

But it is a pretty meaningless statement.
