Keep in mind most of your business will be in a two or three mile radius. As a former auto shop owner i advertised with direct mail only to my zip code and went door to door to all the businesses. Any business that had fleet vehicles i tried to see the person in charge of such and gave them special prices. After a while i was working on used cars for some dealerships, post office vehicles and did service for a couple body shops and even consumers energy.

many cities have free newspapers for consumers.
it cost them nothing to buy, but you pay to advertise
in it.
try that route and adverise grand opening specials,
if possible be cheaper than other auto garage places.
