Putting a motor on a bicycle is the only practical thing you can do. Kits can be found on ebay and other web sites.

A gas powered scooter toy or an actual scooter. Well if you mean the toy I can help. I found a free kids kick scooter put a rear wheel from a go kart on it and bolted down a 5hp engine with a clutch. Could have been a bit longer but it was stupid fast.

That's not a very good idea, But if you are determined go to www.partsforscooters.com and at least you can get an engine, CDI. etc.
You should get an existing scooter, or micro chopper, and customize it.
I have made homade mopeds from cruiser bicycles, and it ain't easy even with a kit!
There are no step by step instructions, you have to use your creativity, and extensive knowledge of mechanics, and engineering.

You can learn a lot by building your own bike. The most important thing you learn is that you are better off buying a complete bike from an established manufacturer. That way you can spend your time riding instead of tearing your hair out in the shop. There is no point re-inventing the wheel.

Yes you could build your own scoot but it would be cheaper to buy one that is already made. If you plan on doing more than 30 MPH you will have a lot of problems getting a title, insurance and plates for it--in the long run it is not worth the time or all the extra cost involved
