You can use photo pens... there are also special paints for colorizing photos... you can purchase these at photo labs (not a 1 hour like CVS or Walgreens but a REAL photo lab).

There's plenty of ways to do so, you start with a color photo then you could cut the section you want to keep colored out, then reprint the image in black and white. Paste, the section you cut out back into the image converted to black and white. Problem solved. This works if you are working with hard copies (real photos require a dark room and the appropriate materials) or virtually (including using a scanner). If you need some photo editing software download some freeware from the Internet, there are plenty of very good products to choose from. I don't know of any sites where you could do this type work. Also, Windows XP has a program which you can do limited editing of photos. If you have a printer/scanner, usually the software which came with your device includes photo editing software. Digital Camera's also provide photo editing software. So this is no a difficult effect at all. I hope this helps.

I'm sure there are some other programs besides photoshop that can do this. I usually use photoshop. You can download a trial version of photoshop that you can use for 30 days for free from Adobe.com.

This process is called spot coloring. I usually select whatever area I want to be in color with one of the various methods of selection. For example the magic selection wand or the magnetic lasso. Then I invert my selection and convert ot black and white. You may have to use the blur tool or something around the edges to clean things up. Depends how technical you want to get. It's pretty easy depending on what you are trying to leave in color.

Yup, you can download a thing call The Gimp it's free (you can search for it on google)

Then turn the picture all black and white by going to
>Staturate>Decolorize
then get the free and tool (icon) and trace what you want to be color.
Then
Saturate>Colorize.
Messing with the settings on the menu that pops up until you get the color you want.

I don't know of any website that you could do this on. You can have someone with a good graphics program do it for you.

I did this to an old black and white photo using PSP8....
