Generally, it is nice to send in a resume/headshot first with a short intro letter to give them an idea of who you are. Next , a follow-up call a few weeks later would seem okay.

However, they have many aspiring actors calling/writing daily, so don't be surprised if they are abrupt or not interested at the moment.

Keep the agency on your list of contacts, send them a note from time-to-time with updates on your shows and projects.

Most good agents are much too busy to make appointments over the phone. What you can do is ask how to submit for representation.
