I specifically want to be a writer, so colleges with good creative writing programs and stuff like that. I have also considered teaching English if you know any good colleges for that.

UC Berkeley and schools in the Ivy League have the top English Literature programs. Any school ranked in the top 50 will have an exceptional English Literature program (though the tech schools like MIT and Cal Tech aren't the best place for this). The better state schools are also good places.

As for writing, Iowa is known for its writing workshop -- but that is a graduate program. I imagine that they have something for undergraduates.

You can also consider Journalism schools. The top programs include Columbia, Minnesota, Texas, NYU, Maryland, Northwestern, Berkeley, Syracuse and UNC.
