I want to get her something memorable...something very special that she can keep forever to mark the occasion. Any suggestions...she's my #1 girl and I want her to know that!!!

I would go with jewelry. Something that she will keep and perhaps pass on to somebody else when she is old.
a ring, or necklace.
Something that is heirloom quality.

Go get your picture taken with her like you used to when she was younger, then take her somewhere nice to eat... just the two of you. Make it a girlie day and then give her the night to do what other 21 year old's do.
Something for both of you.

My son don't really know it yet but that's what we're doing in 5 months. I want one last day of my baby being my baby.

Get her a really pretty necklace to go along with a big bottle of booze. Best of both worlds on the 21st

give her something that is very special to you like a ring necklace eringes or a peace of pottery or go through all baby pictures and through the years and make her a very special photo album

That's so sweet! Well depending on if she's a ring or necklace kind a girl...maybe either one of those with her birthstone incorporated and and an engraving telling her how special she is to you.
