I hug and get hugged by total strangers on a daily basis working at the Veterans hospital. They always feel the need to give out a hug or two. It's nice.

Yes !! As long as they do not look creepy. I have given hugs to a stranger before that was in tears. Here is one for you. Just in case.

Sure. I mean, I wouldn't force myself on an unreceptive stranger but I would if they wanted me to or I thought they wouldn't be uncomfortable with the situation.
