I don't think it has anything to do with Christmas specifically, but it's a typical holiday song because it's about the winter weather and romance -- most likely meant to have become a favorite seasonal song, that's all. Other examples are Jingle Bells, Sleigh Ride... etc.

It doesn't. But, it is a song about what to do when the weather turns very cold outside. The weather does this in most places around christmas time. It's a winter holiday song.
Peace,

Frank Loesser wrote it in 1944, and initially sang it together with his spouse. In 1948, after years of informally appearing the music at somewhat some events, Loesser bought its rights to MGM, which inserted the music into its 1949 action image, Neptune's Daughter. The movie featured 2 performances of the music: one by using Ricardo Montalbán and Esther Williams and the different by using crimson Skelton and Betty Garrett. those performances earned Loesser an Academy Award for many suitable unique music

there are a lot of songs that have little or nothing to do with Christmas, but they are played anyway. the radio just played "My Favorite Things" from Sound of Music. it's supposed to be all Christmas music.
