How should a country treat the natural citizens and the resident aliens from an enemy country during wartime?

They should round 'em up and throw 'em in a big prison camp. You can apologize 50 years later if need be.

There is ton of literature on FDR internment of Japanese and German Americans during WW2. You can find stuff for what ever slant you want to take. Personally feel it was overreaction, and know many should not have lost best farm land in country because of inability to pay taxes.
There is book on how Lincoln walk around but eventually followed the constitution during Civil War. It's title if Lincoln and 4 or 5 th amendment. Sorry can't recall exact name saw it in library and read it ten years ago. It was interesting read long brfore 9/11. Never researched this topic specifically.
