Possibly refering to longitude/laditude? I don't have a clue.

Probably Moscow. Normally you don't use plus and minus along with east and west as Plus is East and Minus is West, but doing match across the Zero line sometimes makes it convenient. minus 15 degrees West is 15 degrees east. The two numbers you give are coordinates - you are not subtracting 15 degrees west from 55 degrees north.
