are there any circumstances when America could or should suspend the rights guaranteed in the cConstitution???

Yes, there are several circumstances where Constitutional rights have been suspended, during time of war, National Emergency, or due to National Security. The problem is in what rights and the duration of the suspension, Clinton had the Justice Dept. round-up dozens of suspected terrorists prior to New Year's 1999 to prevent terrorist attacks (it worked) , and they were then released on New Year's Day.
Roosevelt on the other hand indefinitely interred Japanese Americans during WW2.
Also keep in mind that laws are altered or reversed on a regular basis in this country, both legislatively by Congress and by review of the Judiciary. Changing a law is not violating the law, see the repeal of Prohibition.

The Third Amendment to the Constitution of the United States of America, allows the government to quarter troops (meaning you have to put them up) in your house because the goverment says so. (This can only happen in time of war.)

It is my opinion we do not neeed the Third Amendment anymore!!!!!!!!

As to the suspending of the Constitution, this has occured on occasion on a local level because of widespread disturbances or protests. It is call imposing marshal law (like a police state) until order is restored.

This has never happened on the national level, but it could based on some real or contrived pretext!!!!!!!!! YOU HAVE BEEN WARNED!!!!!!!!!!!

ok marshal law. thats about it. legally anything the military says is law then i believe. im jnot sure ill go ask and get back on it. but i beleive thats the only way.

No, suspension of any law is a violation of that law.
Any person to do that has become a criminal.
