Absolutely not.
I can be affectionate to strangers, the homeless people I feed on Thanksgiving, or anybody else I feel is in need of human affection. Being nurturing, aware of people's needs and supportive, are to be affectionate. You don't have to get physical or romantically involved with someone to show affection.

No, If you love life , you have affection for all, Your Lover yes, Special attention, But a touch , a smile, can reach out to a person that has no other affection in their lives. It cost you nothing and could mean a lot to a lonely person.

In my experience, for women, no. For men, largely yes.
EDIT
For a male, being celibate pretty much means having no physical contact at all apart from hand shakes and the rare hug when visiting family. but I do see women showing more affection to each other.
EDIT
I changed my answer to the previous question back to my initial honest answer.

No. I give my closest friends affection. And they love me like a sister. One even went as far as saying I gave more love than her mom so she always come to me for advice.

I personally love affection in all forms. It doesn't have to JUST be with my husband. Of course, intimate affection is reserved for him.

I believe there are different kinds of affection for different people. It just matters how close you are to them.
