I have a 98 honda civic with a manual tranny and when I was driving on the freeway the other day the car started losing power. As I exited the freeway the car started reving as if in neutral. It revs in every gear but does not move. Is this deffinately a bad tranny or could it be the clutch?

You could have a broken input shaft or some other problem on the transmission that could cause the symptoms you are describing, but in all likelihood it is the clutch that has failed.

The clutch serves as the means to mechanically connect the engine to the transmission, and if if wears out or breaks, the the engine can spin freely without any power being applied to the transmission.

If you are not sure about the problem, take the car to a reputable mechanic and have the vehicle checked out.

99% 4 sure it's the Clutch

it's impossible to tell from that but I'd put all my eggs in the clutch basket for sure, how old is the clutch?
