Depends on what type of fish you're referring to. Most fish do drink water, either by actively taking it in or absorbing it through their skin and gills. Only saltwater fish are likely to be short of water ("thirsty") because they need to maintain a certain level of salt concentration in their bodies, and they're getting enough/too much salt from their surroundings. Freshwater fish, on the other hand, usually get more than enough water and not nearly enough salt, so they're more concerned with excreting water than taking it in.

obviosly not :P but after many years of fish keeping they do get thirst for O2(oxygen) if the tank is not well filtrated.
