Kind of a trick question too simple:
x =1

12x -9 <_4
(12*1) - 9 = 3 definitely less than 4

12x - 9 ≤ 4 (add 9 to both sides)
12x ≤ 13 (divide both sides by 12)
x ≤ 13/12

You only need to treat it differently than an equality if you multiply or divide by a negative number, in which case you reverse the sign.

i have no idea, only that 12 x -9 is -108, im only in 8th grade, i dont understand the <_4 part.
