At 17 you are not going to qualify.

You have to be an adult, with low income and a child to support.

Applications are taken by the local housing authorities or similar of the county in which you reside. You will have to check your county's website to determine where to apply. Be aware that most sites in the nation now have waiting lists for Section 8 assistance, and some to the point that they won't even accept an application.
