i live in arizona and there's a store called buffalo exchange that sells exactly what you describe. they are super-selective and sell all kinds of name brands from banana republic to american eagle to seven for all mankind. there's one right next to the asu campus and it does really well.

well, it's a lot of work. but yes, i think if you do it right it would be great. lot of work.
i had one that i shopped at all the time and they closed when the owner had a baby.
