How about a Leather Tool Belt with accessories to do several jobs.
Or
Maybe a gift basket with things of comfort like slippers, hot chocolate, books, books on tape, magazines cookies, candy
buttered rum mix, a warm throw, fancy popcorn.
You could even put it all in a big galvanized tub or bucket. at the right stores, you could do it for $20 and people will have a great idea for next time. It also lends a personal touch from the giver because you had to think about choosing the right stuff.

I know you're against gift cards, but I don't know of any maintEnance (watch your spelling!) person who would turn down such from a home and lumber supply store, not to mention a nationally known department store that specializes in tools (sorry, but I don't advertise retailers and the like on this website! I'm pretty sure you can figure out the stores I mean on your own!). ;)
Granted, it's the "easy" way out, which is probably what you were trying to avoid, but it's either that or struggle to find the "perfect" gift, which may not be possible, if you're not familiar with that person (BTW, I'm amazed that your office even knows who the maintenance guy is!!!).
If you do decide to go the "gift card" route, just be aware that some gift cards have fees and other costs or issues associated with them. For example, I got a "debit" gift card for my birthday, but it isn't really like cash; it's actually rung-up as a credit card which I have to sign for, in most cases! Also, it turns out that most retailers can't "split" the cost between the gift card and any cash or other card you have (e.g., if it's a $10 gift card, and you buy a single, $20 item, you can't use the gift card, even if you pay the remainder in cash!!! Surprise! The solution was to buy lower cost items, and then use the rest (i.e., I have $1.65 left on my card) to buy gas! (of course, you might want to ask the gas station clerk if they even accept such cards; many don't!!!)
Anyway, 'tis the season to be jolly and all that,
so don't sweat this, okay? ;)

Maybe you can get him a "cool and inexpensive" set of tools from Sears or Hope Depot.
Anything he can use for the outdoors. Also, a nice sweater would be okay too.

Make a gift basket filled with foods he likes, like nuts and stuff maybe. And you can put other stuff in the basket like I dunno outdoorsy things... good quality gloves, or golf tees, or something-- depends what you mean by outdoorsy.
