I think Mexico City is the largest, although I am not certain.
NYC, for example, is the largest in the USA population wise, but not in the world.

Believe it or not, the city with the largest population is Seoul, South Korea. I think that it's for the cities with the legally defined boundaries.

Apparently in terms of surface area, the largest is Altamira, Pará, Brazil (178,078 km squared).
