If the call was abusive, disturbing or upsetting, you can report it to the police, and they have ways and means of finding out. Otherwise, sorry, you, at your phone cannot find out, even if you ring the operator, she will not/can not help you.

Well they can block any call that is *67. So you would have to call not using it if you want to talk to them.

On a cell phone no you can't *69 the number back - on a land-line yes if they *69 and you don't answer, and if voice mail picks it up and identifies either you or the number then they will know
