Well they can block any call that is *67. So you would have to call not using it if you want to talk to them.

On a cell phone no you can't *69 the number back - on a land-line yes if they *69 and you don't answer, and if voice mail picks it up and identifies either you or the number then they will know

i dont think so that will be messed up. you pay to block meanwhile they still can find out.
