Not according to their Court Marshals. No evidence was introduced either by the prosecution or defence that suggested that.
But there will probably be some who will believe the ones Court Marshaled were ordered by high up to torture. But then there are some who believe 911 was done by the US Government just to start a war, we didn't really land on the moon, the earth is flat, and Elvis isn't dead just in hiding.

The answer is "NO". 'Torture' is a clear, direct violation of the Laws of Armed Conflict. They were NOT 'ordered' to 'do' anything: the spooks simply led them to believe that what they were doing wasn't going to get them into trouble. So far, the General in charge of the prison itself has been demoted and forced to retire and a hand full of enlisted men and a woman have been courts marshaled. The General claimed that the [spooks] were responsible for that area of the prison, not her but she was held responsible. Other than her, no one higher in rank than Sergent First Class has had anything done to them over this incident. And they never will.

Firstly I have a problem with your definition of torture, what they done wasn't even a patch on the @$$ of how our troops are treated when captured, however,
No I don't believe they had orders, but I do believe that it was acceptable, all the way from the top down to the poor soldiers who were used as scapegoats.

No, not at all.
Whatever went on there - whatever you want to call it (I'd say abuse, not torture) was NOT approved by higher-ups.
If it had been, why was it the military that brought this to light, and why was it prosecuted?
