Washington and several others were born before 1776, when there was no USA.

Zachary Taylor, born in 1784, was the first elected President born in the USA (i.e. after 1776).

Van Buren (born in 1782) was elected Vice President, then succeeded to the Presidency upon the death of William Henry Harrison (born in 1773). He ran for re-election, but was defeated by Taylor. (I think he tried again, but was also defeated.)

George Washington was born February 22, 1732 in Westmoreland County, Virginia.

Van Buren was the first President born after 1776.

So, it's a technicality - All of the US Presidents were born in what would become the United States.

George Washington was born in Virginia, and while it was not the United States of America, it was still America. One of the qualifications for becoming President is the requirement of being born in America.
