First, realize you are a renter! I doubt your landlord has given you permission to do any plumbing work on your own. Call your landlord and explain your problem. He/she will either have it fixed, decide to do nothing, or give you permission to fix it (I'm betting it won't be the latter).

Taking on home improvement projects without permission is usually grounds for eviction and can result in you losing your deposit or worse getting sued for damages.

Good Luck!

Like Cory said, you don't want to get in trouble with your landlord!
There isn't any easy way to fix everything...even if someone were to reverse the hot and cold at the water heater you could have hot water in your toilet! ( or maybe you already do?!)
Best to get used to the backwards setup.
