I would say individuals.
All it takes is media and an uneducated person to create a violent person.
Sometimes violence should be permissable, ex. when you are being robbed if you kill the robber instead of him killing you or if someone is breaking into your house you should be able to shoot them.
Unfortunately in the US there are criminals in the white house who have confused people and caused the laws to be reversed, in the criminals favor.
So that is why they tell us that the Iraq's or Iranians did this or that so they have an excuse to go impose violence on other countries, these decisions are in a few like-minded peoples hands.
Those few people know that while they control the media as well and tell the majority of the country what they want them to believe (which happens to make them mad and want to impose violence on other cultures)and hear.

Definitely between individuals.
As long as there are super-powers (i.e. the US and China... and I'm not saying this is wrong, possibly we need superpowers) there will be conflict... it really appears as though we're nation against nation, but any violent action towards another country or individual comes from one person... someone has to have the initial idea... all they need from that point forward is a lot more people who agree with them.
