if it's like at a mall then maybe the mall.
or where ever the well may be the place gets to keep the pennies. (but the place may also donate the money to charity or something like that)

anytime there is a wishing well, the company who owns the wishing well is already signed up with a charity. The money is donated to the charity each time it is collected.
