why does the department of education allow teachers without degree and without license to teach in Florida?

Come to Virginia. NO ONE gets to teach in Virginia without a degree AND a license.

I don't know who told you that but I have a friend teaching in Florida on condition that she gets certified.

Let me guess...this is taking place in Miami...no one wants to teach there, it is crazy!
