I love Orla, and dislike the trend to add a Y to Zoe, so Orla Rae easily gets my vote. ;)
To be honest, I don't care for either of the current filler middle names (Rae and Jade), but if you have special reason for using them, you might want to switch them up to avoid the repeated R sounds in Orla Rae. Personal taste aside, Orla Jade *sounds* better, if you know what I mean.
Since Orla is so short, however, you could easily find a longer, less expected middle name that would nicely compliment. ;) And if it's simply short and sweet you want, Orla Jane would actually seem more fitting stylistically, and actually less predictable (Jane is quite underused at the moment, whereas trendier Jade has become quite the common filler). Just some thoughts! ;) Good luck choosing!

I think Orla is a little obscure, but I love the names Rae, Zoey and Jade.
I think Zoey Rae sounds nice. They are all very beautiful names, although Orla is my least favourite only because it makes me think that she'll have to spell out her name her whole life.
