I know that on some sites, administrators take track of someone's IP. First off why? And secondly how easy can it be tracked?

We track it to keep record of the location and also in case of hacking, to notify who hacked the system. It is very easy to track IP as it is tied to your ISP. So whenever you log on to internet, you get an IP address assigned to you. From there one, whenever you visit a site, your IP is displayed to the admin of that site.

Tracked to what?
Let's say that you access my web server or send me an email. I can tell what IP number you used. If I do a little research, I can tell who's your ISP. At least the big one. If you're using a service from a small company and the records were not properly updated, I'll be on a dead end.
Geographically, as far as the records are updated. In most parts I can get the country. It's highly probable that I can get the city. If you're using a company's Internet access I may get to the door address. For a home service, the records are not that good.
But your ISP (depending on their skills, installation and will to do so) can identify you.
It's a lot better to look for collateral evidence, look for traces of the same IP somewhere else. You'd be amazed to see how much personal information most people let available online.

Just about all web servers allow for tracking of the IP address of systems accessing the server. This is often used for statistics (i.e. number of unique visitors, number of pages visited by a unique visitor, the path you visit pages, etc...). When needed, the IP address can be traced back to the ISP (which all have block ranges of IP addresses). To get an individual user that has the IP address generally takes a court order as most ISPs have some form of privacy policy. Getting that order apparently isn't too difficult if someone has a just cause to get it. For example, all the RIAA and MPAA cases required tracking a user of a P2P file sharing application by their IP address. The RIAA and MPAA were able to fairly easily get the contact information to track copyright violators.

well, i believe all Social and technical networking sites log all ip addresses that hits their website, this is virtually a legal requirement these days and in a lot of countries, also sites hosting mature or secure contect log ip addresses as it allows them to trace you to the exact location where the ip originated from, this information is usually not released by your ISP without a court order.

the question you should ask is why are all hackers not arrested?

Just to mention that there are Proxy shielding tools on the internet, my advise is don't try them cos a lot of them end up putting spywares on your machine.

It's extremely eaasy to get someones ip if they are connecting to your pc/server/website, ...

By the ip adres, they will know the country you're in, the isp and where the isp router signal is coming from (somewhere not far from you).

Only the isp knows that ip is your ip.
They can use it for lots of thing good and bad. It's also easy to block someone by his ip adress if he spams your site.

He may be able to narrow your location to a city or state, but he can't get more info without a court order. I would try to get my attorney or a friend to do the emailing from another location. You could also use a public computer at a library or some similar place.

oh very easy, ever internet request out there has an IP attached. You track it just cuz you never know when you'll need it. Good finding the lawbreakers...

its not that hard to get ip adresses, you are constantly giving yours out every time you click a website. but that should only square them down to your ISP. after that, your IP provider sort of masks your exact home address and name. your IP provider is the only one who knows those things via IP adress. them and the nsa.

IP are tracked my SysAdmins to enforce corporate policy. It is possible to spoof an IP.
