When your water breaks, you should start heading to the hospital. The risk of infection is there once your water has broken.
If it hasn't, and you're just having contractions, then I have been told about the 4-1-1 rule. If your contractions are four minutes apart, last for a minute, and stay at that rhythmn for an hour its time to head to the hospital. That's a pretty general rule though.....so maybe discuss with your doctor/midwife.

a lot of things come into play when answering a question like this one
Is it ur first? if not then how quickly did things move in the previous births?
how far are you from the hospital?
the problem with going too soon is that as soon as you get there you are hooked up to monitors and usually not allowed to move around, eat or drink
staying in the comfort of your own home as long as you can is the preferred option
once your contractions are 5 minutes apart and have been consistantly moving closer and closer together you should prolly head out depending on health circumstances and past deliveries

When the contractions are bad enough that you have to stop what you are doing. You have heavy breathing, can't walk it out. Not everyone's water breaks before they need to go to the hospital. You will know. If you just can't relax and it becomes unbearable while your having a contraction. If your water does brak, of course, go to the hospital. If you wait too long (12 hours is too long) after your water breaks, the baby will begin to dehydrate.

When your water breaks is one thing for sure, once it breaks its vital to go into right away to reduce the risk of spreading infection. If your water hasn't broken than you can stay home (depending on how far you live from he hospital) until your contractions are 4 or 5 minutes apart. 4 if you live closer to the hospital, 5 if you live farther away.

When your contractions are about 5 minutes apart consistently.
Another marker to go by is if your water has broken - if it breaks, even if you don't have contractions, go in within 18-24 hours, as the risk of infection increases after that point.

My doctor told me if your water breaks call, other than that, wait till the contractions get to be 5 min apart for 1 min for 1 hour and if you can not really talk through them cause they are so painful.

when you think you cannot handle the contractions any longer.
If waterbreaks call dr and ask for further instructions. Sometime they will want you to come in, sometimes it isfine to stay home for awhile longer. If you are not sure...just call the dr or the hospital and they will let you know what you should do. good luck with that!

If I remember right they say once your contractions get within 6 minutes of each other you should go to the hospital.
