cold air is much denser, therefore "heavier". although once warmed up, the cars exhaust will still rise, it rises slower in cold dense air.

It would actually have a shorter amount of time on the ground. Hot air rises, and last time I checked exhaust was pretty warm. The only reason you might think it to stay on the ground longer is that you can see exhaust a great deal better in the cold, so you can track it a lot longer.

Actually the opposite, because heated gases are less dense than cold ones. The air is very cold, so the heated exhaust gas will rise more quickly in cold weather.

No. All the high emission warning days are in the summer. It actually is shorter because it is windier and the gas is hot so it rises.
