First go to the mage district in SW. Then go into the centre of the district, you should see a tower. Go up the stairs into the tower, and you should see a few mage trainers. The portal trainers are there as well.
Another way to do this is to ask a guard where a mage trainer is (first class trainer, then mage) and follow the arrows on the minimap.
