law but what is this paper called. i want to do a paper on this but am not getting any results with google or anything. Help!!!

I believe you are confusing the Civil Rights bills with the 13th amendment which outlaws slavery.

Civil Rights laws often need to be renewed; partially so that we can tweek them to prevent ill-wishers from doing things we hadn't thought of previously, but also to reinforce rights that everyone should already have against those who say they don't.

Honestly, there really isn't such a thing. The 13th Amendment made slavery illegal in the US. It doesn't have to be renewed.

There may be some other Bill that has some of the same effects, but that is only renewed for the sake of politics. If one exists, its just maintained (though not useful) because someone wants to look good signing it again. Its a nice campaign thing.

You got me! I was in school back when they actually taught real history as opposed to politically correct history and I'll be darned if I remember any such document and the good Reverend would certainly be harping on such a document if it existed. I think you are looking for a document that doesn't exist.
