Cage them: I use crate training to teach my dogs not to destroy my property (or the Apartment) They are only in there when I cannot be home to supervise, and honestly they hang out in them even when I am home..it's a security thing to them (never punishment!)
Fence: Keeps your dog safe from outside influences. ie; your male dog from other females or visa versa, keeps them away from traffic and other dangers (the pound, being grabbed for use as a "bait" dog for pit fighters)
Leashing them: Allows you to controll them in dangerous situations. Parking lots, vets office. alongside busy roads etc...
Keeping them inside: If you live in areas of extreme weather its a lifesaving thing. In the case of cats it protects them from dogs, other cats disease..etc...

We crate our dogs:
To keep her off the furniture
To keep her out of the garbage
To keep her safe when we are NOT home
We have a fenced in yard for our dogs/children
To get them from running away and getting hit by a car
So they can play and not get into trouble with other animals
So that we don't have our animals wandering the streets possibly getting pregnant.
We walk our dog on a leash
It's the law in our city
so she's in our total control
we choose where she goes
some people are afraid of dogs/children
We keep our dogs inside
She is an inside dog
She likes it better inside playing with the children
That's where her bed/food/water are
It's too cold to leave her outside for more than 15-20 min.
Is that enough reasons....Imagine what the world would be like if everyone with pets let them run free all the time..!

Pets need to be restrained in many areas for several reasons:
1- to keep them safe from injury
2- to keep them off property of others
3- to prevent / thwart theft
4- to prevent them from attacking or harming other pets / people
