They are found anywhere, and everywhere in the cell. And just for the record, not all amino acids are incorporated into proteins and polypeptides. Many of them are used in intermediary metabolism, (like glutamic acid), and some are used as neurotransmitters, or in the production of neurotransmitters (e.g. tyrosine is used to make dopamine and norepinephrine; tryptophan is used to make serotonin).

Mainly in the cytoplasm of the cell until they become attached to a tRNA molecule (still in the cytoplasm, though)
