I wouldn't go so far as calling myself beautiful without makeup but I am attractive. I do have natural attractive qualities that cannot be painted on (nice/feminine bone structure, small nose, pouty lips) . It's subjective but I like these things. Otherwise the secret to natural beauty is taking care of what one has. Lead a healthy lifestyle, and make that little extra effort like keeping clean, caring for ones skin, hair nails. All well-groomed, healthy individuals are beautiful.
