No, Grand Theft Auto 4 isn't out yet. Back in August Rockstar announced that they were going to push back the game release until the Second Quarter of 2008.
To be honest, the Xbox 360 version of GTA 4 was most likely already finished, but Rockstar was still working on the PS3 version and that's why it got delayed. The reason why the 360 version didn't come out even though it was probably finished is because there is a contract, and the contract will not allow Rockstar to release the 360 version before the PS3 version. They will be released on the same day.

Long way to go... Yes it is, late 1st quarter 2008. GTA 4 just change the graphic, interface, cars, characters. The map just used the same as the GTA 3, Liberty City Stories which is sucks. 70 missions (except side missions)

As far as I know, it is not released and will not be until Q1 of 2008, which is about January to April or something like that.

No, sadly it was to be released October 16 this year, but it was delayed to Februaury 28, but it doesnt seem that the game will be out by that time.
