what is OSHA? What are the duties owed by an employer to an employee under OSHA? Are local police agencies covered under OSHA? If not, what can a police department do to " to assure safe and healthful working conditions for working men and women" in police departments?

OSHA... Occupational Safety and Health Administration

OSHA tries to assure a safe and healthy environment for employers and employees.

Police work as well as fire fighting is dangerous work. I believe OSHA violations would occur if the equipment, cars, trucks etc were not maintained properly. Also, the buildings have to be in good repair with working warning systems (smoke detectors, fire alarms etc).

OSHA is the government agency, Occupational Health and Safety Administration. All workers in the U.S. are covered by OSHA. The primary duty is ensuring workplace safety. All employers are required to post, in a common place, the rules and regulations covered by this agency. The emphasis is on workplace safety and health. Occupational Safety and Health Administration.
Employers are legally required to comply with all parts of the Code of Federal Regulations that pertain to "OSHA" and others if necessary.
Everyone working for an employer in this country is covered under OSHA.
Get a copy of the Code of Federal regulations...mostly 29 CFR 1900 as a starting point...work up to 1910 and that should be able to answer most questions you'll have.

OSHA is the federal Occupational Safety and Health Association. OSHA sets safe working condition requirements, but it does not necessarily cover all workers. There should be a listing of OSHA requirements posted in a cafeteria or employee lounge along with federal minimum wage information and HIPPA requirements.

OSHA regulations cover all workplaces in the US, including political subdivisions. Regulations cover everything from handicapped access to the safe use and placement of extension cords, to fire extinguishers, to the posting of emergency evacuation procedures. OSHA investigates most serious accidents and deaths in the workplace and may issue fines where it finds a violation.
