No. Post-secondary means the degree was earned after high school (secondary school), and thus it includes undergraduate degrees like the associates or bachelors. A graduate degree means the degree was earned after the bachelors degree, and thus it includes only the masters and doctorate.

They are very similar. A university is a collection of colleges or schools. It may have a college of arts and sciences, a college of education, a school of nursing, a school of business, and a conservatory of music. It may offer a number of graduate programs. A college may also offer programs in nursing, business, education, and the arts and sciences, but they are not considered to be separate "schools." A college may offer graduate programs but does not usually offer very many of them. It usually emphasizes undergraduate education. Some colleges are inexpensive. Others are very expensive. The same is true of universities. Some colleges admit almost anyone. Others are highly selective. Again, that is also true of universities. A post-secondary educational institution can call itself whatever it chooses. It can call itself a college, a university, an institute, a school, or a conservatory. I disagree with Gerald. Perhaps he is talking about a community college or technical college. The curriculum at a liberal arts college is quite abstract. The college day offers many opportunities for studying and the students at such a school are focused on academics. The professor often lectures, but there is often opportunity for discussion or at least questions because college classes are much smaller than the lectures at large universities.
