This is called bestiality and it is illegal in most states but not all. See below.

In most places, yes. However, I've seen a lot of sheep get nervous when the sheepherder walks by.

Actually in many places it is illegal, but in some states like Arkansas and Kentucky it is perfectly alright and even employed as part of the public school health education programs.

I think so, because, if we would have this legal, we would have a hybrid species. Look at the mule, I wouldn't want that to happen in Homo Sapiens. I also don't want genetic manipulation with another species.
