Hoover was a mighty unpopular fellow. He was blamed for The Great Depression, althought it was probably the policies of he predicessors and not his own actions that had brought about the stock market crash and was also vilified for not acting quickly and effectively to end Alcohol Prohibition.
Here is a little ditty that was popular during Alcohol Prohibition.

Do you count the Presidents that were assassinated? That sort of makes a case for hate. I think there have been 3 or 4 impeachment attempts, that is an other indicator. Heck, the love/hate relationship between the citizens and the public his almost an American tradition.

Bush is only hated by the intellectually inferior who have their opinions formed by the likes of Al Franken and Michael Moore. Many may be disappointed, but I bet less than 10% actually hate the guy.

Are you serious? People HATED Andrew Jackson at one point, and people tend to forget Grant had probably the most scandal filled tenure of any president.

Well, the neocons have a permanent b*ner over Clinton.
If you ask the country as a whole (or even the rest of the world), the answer would probably be Dubya. Even Nixon's legacy will be better than Bush's.
