Why were enlistments low in Quebec?
Give some reasons why French Canadians were reluctant to help the British and the French Empires in the Great War.

The Quebecois have always been fairly independent. They don't really care about the British or even their fellow citizens that are of British roots.

Even today there is a small independence movement in the area.
